The threat of cybercrime against Shopee PayLater users is an important issue to examine, given that vulnerability to such digital crimes can stem from various factors, including technical issues, user behavior, and the security policies of service providers. This study uses a normative (doctrinal) legal method with a statute approach, a conceptual approach, and is supported by a case approach when necessary. This method aims to analyze and examine legislation, legal doctrines, and legal concepts related to consumer protection and cybercrime prevention in digital PayLater services such as Shopee PayLater. This legal research confirms that protecting Shopee PayLater users from cybercrime requires synergy between regulation, law enforcement, and active participation from both users and service providers in order to create a secure and fair digital financial transaction ecosystem. The vulnerability of Shopee PayLater users to cybercrime is influenced by several key factors, including low user awareness and understanding of personal data security, carelessness in safeguarding sensitive information such as OTP codes, and pressure from aggressive marketing practices that encourage impulsive behavior and a lack of risk assessment.
